While Nicodemus' resume was impressive (Pharisee, Sanhedrin, teacher of the law) he was not able to see the kingdom of God. How then can one see/enter the kingdom of God? By being born again. And what is the means by which we can be born again? Faith in the Son of Man who was lifted on a cross.
